East 8 is known in Kiev by the trade name 'Jones East 8'. It is a multi-disciplinary, real estate, design and construction consultancy employing architects, structural engineers and service engineers. Through its Ukrainian company "D'Estate" it has design and management licenses for operating in Ukraine. East 8 was established in 1990 and focused solely on eastern Europe. East 8 has been established in Kiev since 1993.

East 8 is led by a British architect. The experience of designing, supervising and securing permissions in Kiev eight years means East 8 is uniquely qualified to act as a bridge between clients from western countries and Ukraine.

Agency services became the mainstay but by using separate legal entities small apartment developments were successfully realized. In 1995 together with other private investors East 8 created a separate Cypriot development company and purchased a building. East 8 created its own construction company "D' Estate", secured design, management and construction licenses, redesigned the building providing a genuine open plan with an 80 % increase in lettable area and built a new building behind the historic facade from the foundations up. In 1997 East 8 agreed to sell the Cypriot development company to Raiffeisen Property Invest. D'Estate then fitted out the building and it was opened by the Federal Chancellor of Austria as the first wholly western owned bank building in Ukraine. The hard won experience and successful sale proved a major threshold and East 8 secured new commissions as agents, consultants and contractors. It established Jones East 8 as a credible development name in Kiev.

Agency services are normally provided on a nonexclusive success basis. There is a policy of only working with a clear instruction in place. We only act for one side in a transaction and do not take covert payments. Exceptionally we or one of our associated companies may have an interest in a transaction, where this is the case it will be brought to the attention of the Client.

East 8's created the Real Estate Development in Eastern Europe Report (the 'REDEE report') covering: Czech and Slovak Republics, Hungary, Poland and Russia, Romania and Bulgaria. The REDEE report analysed the market for hotels, offices, housing, industrial real estate, retail and infrastructure in the principal cities. The report also considered: development control, company law, real estate law, finance, privatisation, valuation, construction industry, developers perspective, consultants perspective and funding. The report has been referred to as our 'real estate bible' by the European Bank for Reconstruction and Development and as the 'definitive guide' by the Financial Times.

East European consultancy work includes:

o Abela Corporation: preparation of an information memorandum for equity and debt investors for a 300 room hotel in central Kiev. The memorandum was prepared in compliance with the European Bank for Reconstruction and Development's requirements and incorporated a market study and business plan.
o European Bank for Reconstruction and Development: experts on the USD 120 million NBP Banking Centre in Warsaw, Poland. The assistance included corporate, financial, specification and insurance advice.
o Tracy Equities (on the recommendation of the European Bank for Reconstruction and Development): preparation of a market study for a 15,000 square metre combined office and residential development in central Kiev.
o Dumas West & Co (on the recommendation of the European Bank for Reconstruction and Development): East 8 carried out a market study on Warsaw Housing.
o German, Norwegian and Polish Governments: advice on the development of new housing policy for Poland. The advice involved pilot projects in Polish cities and culminated in a 'green paper' which formed the basis for debates in the Polish Parliament and new Polish law.
o Comco (Swiss trading company): preparation of business plan and negotiations on behalf of the client leading to the sale of the Samorodinka housing project in Moscow for 1.25 million USD.

Experience of the principal

Philip Hudson, RIBA is a chartered architect. He received a scholarship to attend and qualified at the Architectural Association, London.

While working for major UK architects Covell Matthews and Wheatley he led design and project teams to success in several design and development competitions involving the utilisation of local authority and nationalised industry land. The projects included:

o winning the GBP 500 million Bishops Gate Goodsyard urban renewal project in London. The project involved local community participation during the commercial tender process
o winning the GBP 100 million BP HQ project in Paris
o second place in the GBP 80 million Morrison Street project in Edinburgh

He has personally run major projects on site, including Coopers and Lybrand's 10 million USD offices in the City of London with responsibility for over fifty consultants, contractors and sub-contractors. He also ran the 5 million USD IBM production, warehouse and office facility in Havant, England with a sketch design to completion period of ten months. He participated in the Jacksons Lane Community Centre project in Highgate, London which involved incorporation of a sports hall half way up the height of a nineteenth century gothic nave and the provision of a simple performance space.

o 'The Use of Planning Competition Procedures by Local Authorities to Promote Urban Regeneration' at the INTA conference in Warsaw and Krakow in July 1992.
o 'Real Estate Development in Eastern Europe' at Henry Stewart's conference: European Property - a briefing for property researchers' in London in November 1992.
o 'Land Management in Local Authorities in Eastern Europe' at the ADEF conference: Land Tenure and the Urban Development Process in Eastern Europe in Paris in November 1992.
o 'Urban Renewal in eastern Europe' at the Adam Smith Institute conference in London in the Spring of 1993.
