The project will be carried out in scientific department of welding and explosion cutting of metals and at the research-engineering centre (REC) "Explosion material treatment" of PWI, on explosive test ground, in laboratories of analytical department of Ukrainian research Institute of agricultural radiology (URIAR), and also in 30-km Chernobyl NPP alienation zone. Scientific department of PWI and REC have a storehouse of explosive substances (ES), explosion chambers, equipment for producing cumulative and other special ES charges for material cutting, they are equipped by the modern equipment for measurement of side action of air shock waves to person, environment and structures: precision integrating sound-lever meter of "Bruel&Kjer" firm (Denmark); precision pressure and acceleration sensors of "Kistler" firm (Switzerland); the high-speed registrars DL1080, DL2808 of "Data-Loop" type (England), connected with computer. Special computer-aided programs for processing data of protection efficiency control and of gamage effect of explosion prognostication, along with high-skilled experts are available.
The laboratories of analytical department URIAR are equipped by the modern equipment and techniques for radiation control of all objects of environment: semi-conductor gamma-spectrometers of "Ortec" firm (USA) and "Canberra" firm (Australia) firms; alpha-spectrometers "Ortec"; low-phone alpha-beta-system of "Can-berra"; radiochemical techniques and apparata; samples and impactors for selection of samples of air and fallings out for their analysis; portable field scintillation gamma-spectrometers with system of binding coordinates (JPS); atomic-absorption photospectrometer of "Spectr AA" type (Austria) for determining heavy metal contents and appropriate procedures; other dosimetric, radiometric and spectrometric equipment.
The experts involved are leading in the field of creation of special purpose explosive systems, in particular, for dismantling military conversion objects and underwater hydro-technical structures as well as in the field of a radioecological monitoring. The main scientific staff will be made 12 doctors and candidates of sciences. Among them 3 specialists are the experts of the international project "Shelter" on liquidation of after-effect of Chernobyl NPP (ChNPP) catastrophe, 2 experts are direct developers of explosive technologies of dismantling mine-type launchers of strategic missile in Ukraine. The chief of the project is leading expert in the field of explosion physics and experienced organizer of fulfilling the collective projects on creation of new technique. He is expert of the project "Shelter", organizer of the international project "Salvage metal of Ukraine" and International engineering company. The part of the scientists involved are the Ukrainian scientists from other organizations, which work are aimed on studying after-effects of 1986 Chernobyl failure. They worked in the joint projects EC-CIS, åÿï-1,2.3,5, JSP-5 in 1991-1996-ies. Their scientific reports were printed in the periodic editions of International and European union of radioecologists (UIR) and (EUR) together with foreign scientists.
During realization of the project attracting the specialists both of State Emergency-Technical Center and Ministry of Emergencies and Management of relieving NPPs from operation of Ministry of Power of Ukraine is stipulated. Flexibility of management by fulfilment of the project will be combined with achieving particular results, which discussion within the framework of international cooperation incorporated in the project will allow to use them more full in practice with allowance for specificity of power complex of countries-participants.
